Don't know.  My sources mention the Misuse of Drugs Act 1971, but what
prior legislation this replaces I don't know.  I would guess that
amphetamines were among the first drugs to be criminalized.

Of course, and still is.  It's a Schedule 2 drug, that is, it is
considered to have medical use and so is legal if prescribed by a
doctor.  It's used in the treatment of narcolepsy, depression, obesity,
and hyperactivity in children (no, I don't understand this last one).
