UK Cannabis Use At An All Time High!

But users of alcohol, nicotine, and caffeine also develop tolerance,
yet the vast majority are able to control dosage levels without
medical supervision.

That regular users of a drug exhibit tolerance to it is not alone
sufficient reason to outlaw it.  (Well, perhaps you believe that
beer, fags, and tea should also be banned, in which case your
position is consistent, but, errm, unusual. :-)
