Heroin (no final `e', by the way) is---like alcohol---a depressant.
(That is, it depresses central nervous system activity; it doesn't
mean it makes you feel depressed.)  So, yes, use of heroin may
impair your job performance.

But cocaine is a stimulant.  It makes you feel "alert, excited,
energetic and talkative" (*).  There are tales of high-stress
executives who only make it through the day with regular snorts of
cocaine.  Cocaine is not physically addictive.

It seems rather strange to lump the two together.
