Good question!  I shall endeavour to find out...

I don't see anything unarbitrary about 80mg / L.  Since the impairment
test is intended to replace drink-driving legislation, the limits
could be set at a level that corresponds to this for the average,
otherwise unimpaired driver.  There would have to be pilot schemes
to sort out such details as this.
