Cannabis was decriminalised in some (many?) US states in the 1970s.
Ronald Raygun's presidency and the "War on Drugs" saw the end of that.

Of "First World" countries, the Netherlands, Germany, and Australia have
decriminalised personal use.

I'm not sure of the legal position, but in Jamaica and many African
countries, cannabis use is so widespread as to be normal.
