No.  Contrast with "Iain is surfing": here the verb is "is surfing",
which is the present continuous tense of "to surf".

But in "Iain's hobby is surfing" the verb is just "is".  The word
"surfing" is playing the rĂ´le of a noun; compare with "Iain's hobby is
philately".
