I've been advocating this for a while, but recently thought of one
disadvantage: it makes car pools somewhat less attractive.

In practice, the major fixed costs of car ownership are not going to
go away, and I still think it would be good to abolish the road fund
licence in favour of higher fuel prices.  But just a thought.
