Cannot do ftp while in tcsh

Many FTP servers only permit logins from users whose login shell is
listed in the file /etc/shells.

Add your shell to /etc/shells.  Beware that, as far as /etc/shells is
concerned, /bin/tcsh and /usr/local/bin/tcsh are completely separate
beasts: you need the exact spelling of your shell as it appears in the
passwd database.
