No, you were right first time.  You don't understand. :-)

I believe sendmail is fully RFC compliant in its MTA-level handling of
attachments.  This is pretty minimal---in an ideal world, MTAs would be
entirely ignorant of attachments, but this isn't an ideal world.  It can
also use attachments when it's acting as a UA; for example, injecting
bounce messages.
