Of course.  If you want mail for bibi@bobo.com sent to fifi@fofo.com,
just put that address in either ~bibi/.qmail (if bibi has a user account
on the mail server) or in ~alias/.qmail-bibi (otherwise).

You can use the serialmail package (from the same place you got qmail)
to punt all mail to a "smarthost" at regular intervals.

If you still want to do direct delivery to the Internet, you could
configure your router not to dialup for outgoing mail traffic.  Then
at regular intervals, bring the connection up, and send a SIGALRM to
qmail-send.
