What programming environment are you using that forces you to specify a
maximum size?  I know this can be an issue with some database software,
but in most real programming languages it's not very difficult to cater
for arbitrary length strings.

I'm unclear how this is going to help.  Will the Bad Guys say "oh, I
can't use this buffer overrun attack, 'cos I'd have to create an illegal
MIME message to do so"?
