PP mail drop format

Both MMDF and PP use a mail drop format where each message is preceded
and followed by a sequence of '\001's (usually 2 or 4) and a '\012'.

PP's mailfilter facility provides two ways of writing to mail drop
files: the `file' command uses the above format, the `unixfile' command
uses the traditional Unix format where each message is preceded by
a line starting with the five characters "From " (complete with
non-transparent character stuffing).
