Depends what you mean.  RFC 822 doesn't impose any limits, but poorly
written software may restrict it to (what it considers) a "reasonable"
length.

A distribution list shouldn't contain the addresses of all the
recipients in the "To:" line.

If you don't know what you're doing, find some software that does.
