No technical reason, perhaps, but plenty of political reasons.
Generally standards committees aim to codify existing practice.  (The
other sort, where new technologies are invented in the committee room,
always produce disasterous standards.  Anybody remember OSI?  I thought
not...)

Standards succeed when they reflect industry (near-)consensus.  There
are plenty of more-or-less standardized graphics interfaces, but none of
them is currently widely spread enough to consider incorporating into
the C language standard.
